I have been told they exist but have never seen one.
Max damage or near max damage, NO req bow.

I have a candy cane bow 10-10 damage, no requirement, that's the highest you're gonna get.

Candy Cane Bow is actually 15-15. And yes, it is the highest you can get, as far as I know.
