Where can I find players in game?

For the past two days I've seen maybe 5 players total in all the major gathering hubs. I recently checked EOTN, Lion's Arch, Kamadan, Kaineng, Vlox Falls, Central Transfer Station and did not see one person. What is going on? It's like one day there were dozens of players and the next nothing. Can anyone explain?

BTW I am checking the American districts. They've been empty for past few days. Turns out I was in the International Districts. Much better. I see players again. Yay!
