The panda licence is from a quest and can be traded in for a Panda pet (not mini pet ofc ^^) as they are no longer in the wild to be tamed.
Do you know if that quest is still active etc and you can still obtain the licence to this day or if it was stopped?
I guess if it is no longer obtainable then some collectors of odd gw memorabilia would be interested.

I think he is referring to the panda license you get from the woc Imperial Guard Lockbox, which is still obtainable.
I think you are thinking of the hound and not the panda.
the license is probably still worth a bit since there are folks who still want them and dont want to cough up the 15 gold zcoins...
