Never tried this before... but could be cool i think.
The problem is that Fevered Dreams aswell as Fragility only trigger on new conditions... reapplying doesnt.
Could be nice tho if combined with "Crystal Wave" (removing conditions from foe).
in case I'll be online next days ill try to set up a build and try it...
skills that might go nice with those:
Crystal Wave (remove all Cond. from foe)
Shockwave (Add 3 Cond.)
Virulence (Elite) - (Add 3 Cond.)
Foul Feast
Plague Sending
Hypochondria
Signet of Deadly Corruption (Assassin)
Waiting for more input
Cheers

Add a bit of conditions to your bar and heroes, but don't go overboard. Just pick out skills that are already useful.

I have a habit of assuming players are that bad.
I would suggest not running any of those skills even if on different bars.
Think Jagged Bones, Weaken Armor, "YAAW!", "YMLaD!", Blinding Surge, etc. Dervish have a lot of conditions (many are short, too) so they could work with a FD hero or player.

I use to have a lot of <3 for the Fragspike build, but found it to be too slow for many areas, namely Silent Surf vanquish. I still use it in areas where the casters are a real problem and I want to keep them ganked (these days I'm more likely to use Panic or Psychic Instability mesmer)
The basic idea with Fragspike pressure the enemy's healers with condition and hex stacking, while causing damage by applying and removing conditions to trigger Fragility. Here are some elements of the team build I use to further that:
Me (Curse Necro): Enfeebling Blood, Weaken Armor, Suffering, Lingering Curse {E}, YMLAD, Mark of Pain; [+Reckless Haste]
MM Hero: Animate Shambling Horrors, Death Nova
Fragspike Mez: Arcane Conundrum, Signet of Immolation, Fragility, Fevered Dreams, Hypochondria (removes conditions and triggers Fragility)
Reaper Dervish: Reap Impurities (removes conditions and triggers Fragility)
The rest of the team is more physicals to trigger Mark of Pain
If I think our team is also going to take a lot of conditions, I also put Cautery Signet {E} on a Necro with Plague Sending to hit the Fevered Dreams target

Lethal Primate
I tried FD on heroes and they are retarded with it in my experience. The only way to be really effective enough with FD is to run it yourself and let heroes pump the conditions.

One possibility might be using Mark of Rodgort at low attribute for 1-2 second burning.
Fire Magic 2: 1sec burning, hex lasts 13sec.
13sec hex duration should be enough to kill most groups of foes, especially the number of times Fragility would trigger, AoE Daze, AoE burning, and constant reapply on burning from any fire source.

How about Fragility, Virulence (0 death) and Epidemic.
Since Fragility is adjacent only, you don't really need FD. Also, you don't need to invest anything into your secondary profession leaving more points for your primary.
Fragility and Virulence was always fun back in old pvp. =)
