Characters teleporting everywhere frequently

This age-old problem used to happen to me sometimes when I would alt-tab out of the game and alt-tab back in

now it happens at any time whatsoever, even without ever alt-tabbing. I can talk to a Sunspear Scout for a Sunspear bounty, and boom, everything is desynced for several minutes.

or I can enter RA and have a random chance of playing the match with everyone teleporting everywhere

I haven't played since GW2 released and only just came back.

I just moved into a new apartment and have a wired connection

I've had this for as far as I can remember, alt tabbing the game while in a mission I always get the sync issue.

I suggest just not alt tabbing lol, also I'm not sure but I think clicking the minimize button on the client will stop this from happening.

It could be random too though

I edited to clarify that it happens even when I don't alt-tab.
