Hi, I agree with internetuser here, a white q8 chaos axe isn't worth anything.
It's useless, and even if some ppl do collect that kind of item they won't pay that much for it.
You prolly just stambled on a guy who thought 30e would be a good deal. So here's my advice : sell it right away to the guy who offered 30e.
Internetuser, either you didn't have the patience to look for the right buyer and want to steal the person who is interested in the item, or you are right. In any of the cases you didn't need to answer like you did.

Internetuser is right. A white r8 chaos axe is junk. Any collector who knows what he's doing knows that. And we know collectors. It's not worth anything to anybody. (Usually).
But we can't apply this logic to everybody. If you have 30e+ offers, I suggest you sell it instantly to one of them. Because I guarantee that they don't know what they are doing, and have assumed that r8 + chaos axe = profit. They're wrong. It's still junk.
There are always lunatics who will pay silly money for junk in the belief that they can turn a profit. Powertraders always do, but many are called and few are chosen to power trade, because of deals like that. They bankrupt themselves through buying worthless junk at high prices hoping to turn a profit.
Your axe is worthless to anyone who knows what they're doing. But there are plenty who haven't a clue what they're doing..... You just have to find one of those lunatics. But then you have to ratify with yourself that you sold something worth 200 gold for 300,000 gold.(at current gold/ecto rate)
