Either it's missing an inscription slot, or the inherent mod (BDS with an inherent mod are VERY rare). But it's missing (we call that a naked weapon) so it's not very valuable. For general gameplay it's virtually pointless because the stats can be duplicated very easily on an inscribable staff.
What you need is a collector of naked weapons. Fortunately, we have one in [PhD] (of course). His name is Zephyr of Light, and his guru name is the same. He's the best person to speak with.
