Need help: Thackeray's scavenger hunt

I never did wintersday cheer on one of my characters and so I completed EotN on that character to try and trigger "A Good Deed" so that I could do the scavenger hunt, but Lieutenant Thackeray never offered a quest. I entered EotN over and over trying to spawn the convos with Gwen to no avail. All Lieutenent Thackeray ever said to me was some generic stuff about his unit.

So I tried starting War in Kryta to see if that got things moving, but they changed it now after the first Dialogue it goes straight to recruiting the ebon vanguard, so now Thackeray is gone and I think I cannot get "A Good Deed" or the Scavenger Hunt myself

If anyone is on the Scavenger Hunt I would really appreciate some help (hitching a ride while you're party leader to talk to Thackeray)

I should be starting that sometime next week. give me your IGN and we can set something up
