I just got a drop from a charr that looks a little weird since it has an "enchant" on it! Is there anyway to get it on my armor ? Or is this just scrap for salvage

You can use an Expert Salvage Kit or a Charr Salvage Kit to get any rune upgrade and apply it on your armor. Since you are an Elementalist, you won't be able to apply the Rune of Minor Beast Mastery because only Rangers can do that. But you can definitely apply the Survivor insignia to your armor since it is a profession-independent rune. If you want to know what other Runes you can apply to your armor, then press Alt and look for an NPC with "Rune Trader" at the end of his name.

1st of all thank you so much for the info I totally forgot about the expert Salvage Kit! (haven't played in 4 years)! These are not available in pre-searing right? And well I'm making my second class ranger (I have a pet bear that's not on the pic xD) so I think it's useful for me once I complete the quest!?

Yes, you can only get Expert Salvage Kits after you leave Pre-Searing and you can even find Salvage Kits of the Superior and Perfect variety (check the GW wiki for more info). Just as a reminder, you can also get a Charr Salvage Kit as a random drop from any of the 4 Charr bosses in The Northlands; or you can simply buy it from another player.
You may upgrade your armor, at any time, with an insignia and a rune. But, whether or not that rune of Minor Beast Mastery is useful to you will depend on your build.

you can only use profession runes for your primary class (see: http://wiki.guildwars.com/wiki/Rune), so unless you are a PRIMARY ranger you will not be able to use a beast mastery rune. As an elementalist you can use runes that are for that class (air magic, earth magic, fire magic, water magic and energy storage).

"Survivor" rune is worth lots of gold these days. Whatever you do, don't toss that away!
