Armor Pen Mod question

Is my armor pen mod worth anything. I keep seeing people asking for 10/10 so I would assume 9/10 is merch fodder but thought I would check.

10/10 is still available from a quest, and is about 10e
10/9 or under is very old indeed. Pre-Nerf in fact. These were removed from the game in 2006.
50e range is about right. For god's sake don't merch it. The same goes for bow, axe, hammer and sword mods that are 10/9 or under.
