[PC] White q8 /16 tac Bladed naked

hi all

so just out of curiosity ... i was vanq'ing Boreas Seabed and got this

Bladed Shield q8/16 tac
due to the fact that it is white and cannot be upgraded I assume it is worthless, but was surprised to get a q8 max item in HM.

is that affected only to gold items not to drop in q8 in HM ? or did I misreads something completely.
