According to the GW2 post by ArenaNet's Chris Cleary, Hall of Monuments should be up and running again sometime today (barring any new issues). I hereby link the post.

I don't know how it's shutdown affected things from our end, but it did mean less people playing Guild Wars to get those rewards.

Was it ever shut down at GW1 level? I have not noticed it at all.

it was shut down on the gw2 side--they had 'issues' with giving rewards to accounts that were not linked to the correct gw1 account...
There was no issue on the guildwars side (you could still put stuff in the HoM).
