Uninsc gold item drop from eotn chest? *EOTN SKIN 2*

Hey, so I had this staff drop from a eotn chest and its a eotn skin only so it should always have a insc slot. well this doesn't. Is this the only one in the game to drop with no insc slot?

The skin is - Dragon Spire Staff Req9Inspration (Completey Clean no insc slot)

No, its not. There are times that you will get gold items without an inscription slot in eye (or nightfall). You can also get gold items with no bonuses (no head or wrapping)...it happens, not very often, but it does.

Insc items have a chance to drop without an insc slot, just like how uninsc items have a chance to drop without inherent mods. It just happens to be a lot more common for the latter.
