i tend to say that this shield doesn't have any value other than collectors value.
and since you're still #1 collector for these, whatever you paid (in case you bought it) is the value.
It's merely a Crude without an inscription slot with a blue-level fortitude mod put on. It's likely a monster drop or chest loot from a Charr Battle Plans quest where mods are often messed up.
