Mesmer skill suggestion

It's been suggested before, but I'd like to revive it. I think it'd be very cool if there were a Domination-linked mesmer spell akin to Ignorance for shouts. Here's a simple skill description for it -

Silence - Hex Spell (Domination magic)
15 energy, 2 cast time, 10 recharge
For 8-18 seconds, target foe and adjacent foes cannot use "Shout" skills or pet attacks.
