its driving me crazy, do i need to get there via quests or can i just walk there when i want! all i have got is the fort and old ascalon!

Speak with Sir Tydus in town. From there, go to the academy. You'll see much MUCH more than you can swallow in a week

speak to all the people you can. Open up the roads to fort ranik, piken square, and more.

Well if you got the fort and Old ascalon then you seem to be in Post-Searing. (After the nice world got wasted by the Charr and you get the little cinematic of Ascalon being destroyed).
The answer to your first question is 'kind of both - sometimes!' (helps huh! hehe)
Some parts of the map are Quest only.
Some parts of the map are Explore only.
Some parts of the map can be reached by Quest and by Explore. i.e: The fort is a location obtained by a Quest but you can also walk there from the Explore route.
If you want to explore as much of the map as possible you had best do all the Story quests. (Those that say 'Enter Mission' on the party screen). When you arrive at locations that do not have this, they require you to walk to the next story location. (or are Towns that have explorable areas outside of them).
