What do u Think of those two?

A friend of mine would like to know, cause he wants to sell tem right now...

#1 Cane: req11 Domination - improves casting speed 9% - energy +5 (while enchanted) (My opinion: ~10)

#2 Wand: req9 earth - improves casting speed 9% - improves skill recharged 8% (My opinion: ~7)
