Where can I find Animate Bone Fiend?

Im just curious as where to find this skill. I know it says Roknars forge, but I have no idea how to get to this location. Yes, ive used the search function and the question of where it is exactly, never gets posted. Id just really apperciate if someone could give my direction on how to get there plz. Thanks

I was doing a quest last night in Northern Kryta, just outside of D'Alessio Seaboard. It was in one of the Ascalon settlements the captain hands you two quests at once. One is to go west and get blankets, the other is the kill the boss driving the skale out of the swamp.
The boss in the swamp cast animiate bone fiend if I was a necro I could have used the signet to capture it I guess if it's an elite? Still not 100% sure how that works but the boss you're supposed to kill for that mission did cast it on everything that hit the ground around him. He had 4 -6 fiends up at a time.

There is a guy in either Thirsty Desert or Elona's, I can't remember which, who gives animate bone fiend as a quest reward.
