How does the weapon secondary weapon relationship work? Do Both items have to be the same eg. domination magic?

No, they don't have to be the same, although that tends to be the setup for people. You just have to meet the requirements in the stats to get the Damage/Energy bonuses.

I use a domination wand and an illusion chakram. Also, it is commonly known as an offhand item or focus, not a secondary weapon.
