Well, I've tried to get a general idea for these based on the guides, but at the end I found myself more confused than anything. Here are the items:

1. Icy Spiked Axe of Enchanting 6-28, req.9, +15% dmg while Enchanted, Enchantments last 15% longer

2. Ebon Foehammer of Hammer Mastery 19-35, req.10, +1 (18%)
