Yes, but once you add the mods to a weapon they lost most of their value unless someone wants that exact item with those exact mods and was planning to pu them on anyway, otherwise they will be replaced or salvaged. Considering the damage mod isnt max and its -10 armor for the condition i doubt you will get more than 50k if even that, but good luck.

I agree, just because I put 100k worth of mods on a shltty staff, doesn't make my staff worth 100k. I wouldn't have modded this myself, but maybe she bought it modded, I really dunno. Good luck though

Just because someone PC's a lot of items doesn't mean they are good at it (not FoG specifically)... I see people PC items incorrectly all the time but what can you do about it? Someone not good at PC's just isn't good at PC.

OP, you are right about the mods costing more than the axe if it is indeed valued by someone at 65k (me), but even with those mods, req, and damage modifier, it is still an unwanted skin because it is very common and it's ugly to most people. Putting those mods on the item may have increased the value of it slightly, but usually it isn't worth putting mods on that sort of an item because you won't make up the money you spent on mods when you sell the actual item.
