Can anyone help me with this skill? it seems to be giving me the slip. I have checked where they say it is online (Fishermans Haven and Temple of the Ages) and I havent found a person to give a quest to get it, or a person to give it directly.. are they just errors on the website..or am i just blind?

That said, it's still incomplete. Luckily I found Conjure Lightning myself, as one of my characters is an air elementalist. It's available from Camp Rankor, northwest of Droknar's Forge.
