what happends at lvl 20 for redistibuting stats?

it takes 250 exp to get a redistibuting stat back 24/24 so what happends at lvl 20? you cant move them around? do u stil gain exp from stuff? can you just move stats around and the points slowly recharge?

You'll still gain XP from kills, they just won't go into getting you any more levels.

So after level 20 you're still earning refund points and skill points.
