is it true that you can relocate your attribute points in town and not be penalized for it? like say i wanted axe instead of hammer so i take all points out of hammer and put them into axe, is there a penalty for doing so?

Yes, you can change them in town with no penalty, just like skills.

You used to have to have refund points (BOOOO!!!!!), which you could only store 24 of, and got another for every 75(?)exp. Quite annoying if you were testing something, and it failed miserably. Oh, you have horrible stats? TOO BAD GET EXPERIENCE USING THE CRAPPY BUILD!
