To be lag free would depend on you Internet Connection, nothing to do with you hardware. Any hicup on your pc, your ISP, infrastrucre, and Anet's servers will cause lag.
As long as you don't have any spyware / adware problems and you are above min specs to run GuildWars, you should not really have any lag (caused by your system).
To load maps more quickly, incresase your Ram. Min 512 to 1gb of memory.
Also check this thread for the heapsize trick to get get maps to load quicker

Get more RAM and turn your settings down. If you're looking to buy hardware, this is what I have:
Pentium M 2Ghz
1GB RAM
Radeon X700 Mobility 128MB
1680x1050, Max Settings, 0xAA/0xAF - Never had an unplayable framerate, most of the time it's quite high.
In a desktop, a cheap setup would be this:
Athlon 64 Socket 939 (the lowest end processor in this line should run fine)
Geforce 6600GT
1GB RAM
Pentium M 2Ghz
1GB RAM
Radeon X700 Mobility 128MB
1680x1050, Max Settings, 0xAA/0xAF - Never had an unplayable framerate, most of the time it's quite high.

I reccomend a 6800gs, or if you like ATI x800gto.
lower price just opt out for a 9800pro/6600gt. 1gb of ram IMO is a staple, just for the average performance increase you get out of 512mb of ram.
Processor is something so many people OVERRATE. AMD 3000+ Venice is good enough. 130$ i think currently.
Also please tell us if your buying/building a new computer, or just swapping out parts, cause then there's the compatibility problem.

Id also like to know your current sytem specs, as well as the type of connection you have, that would be very helpful. You could also get a nice video card for $200-$300, but maybe your CPU and/or video card isnt the problem.

Bad connection? Check your CAT5 cables. Make sure they are in good working order.

Lag is entirely because of high latency in your net connection. Low RAM will cause slow framerates, but thats completely different from RAM. Guild Wars has been programmed amazingly. Despite the impressive graphics, it doesnt really need all that high-end hardware to run.

The older Nivida MX 420 cards are weak. Look to adding another AGP card. This should help you with some of the lag. Your ram should be a minimum of 512Mb....I like a minimum of 1Gb...but that is me. Having only 256Mb of ram is mostly used up just from XP.

yes 256mb or ram loads very slow, takes about 10s-20s, even after loading, the first mob that comes up to u and everyone start casting would give you lag for another 10 seconds

For a graphics card, shoot for an Nvidia 5500FX at the least. Pretty good graphics from such, but definitely shoot for higher if you can.
