unconditional Skill level +1 upgrades have arrived (no 20% chance, 100%!!)

i met the person in game asking for a english version and well




seems like a bug from his side i duno. so its NOT real

yes it is a bug, everytime I switch between languages it occurs.
sry, been fooled myself

Can you let me know whether this is just in German this issue occurs (i.e. German text issue) or with all other languages as well (i.e. coding issue)
