Let's say I have this item:
Flame Artifact
Req.12 fire magic
+12 energy
Improve casting speed using fire magic skills(20%)
Improve Skill recharge using fire magic skills(20%)
And let's say I'm have level 9 Fire Magic, and can't meet the req.
Do I get 20%? or 10%?
Because I know energy gain, for example, is not affected by level req.

The energy is the part affected by requirements, but not the fast cast/skill recharge modifiers.

whatever is next to the req is affected...for weapons it's the damage for foci it's the + energy. The rest I believe is not effectedl.

As was already mentioned, if something isn't next to the requirement you'll always get the full benefit. What wasn't mentioned is that if something is next to the requirement and you fail to meet that requirement by even one point, the stat (in this case energy) will drop down to a hidden value. You don't get a greater % of the energy for being 1 under the requirement than you do for having nothing in the attribute at all. While for weapons that hidden base stat can be hard to measure, for focii it's cake. A white, blue, or green focus will give you only 3 energy if you don't meet the requirement, while a purple or gold will give you 6 energy. This of course corresponds only to the energy stat next to the requirement. Any others (such as a +15 energy -1 regen) will still give their full value.
