Order of Thy Sword, I think you are mistaken. The 20/20 stats refer to some ***specific*** attribute (i.e. Death only, or Blood only).
Here, in this Cesta, the casting speed is ***unconditional***. Besides, it's not an offhand (only offhands and staffs have the 20/20 stats).

10% always? are you really going to say this thing is worth more then 950-2k to some new necro?
The Collectors Cest is 20% the collector offhand is 20/20% So hmmm, 40% to a specfic magic (they exisist in all 3 DM magics, no counting SR) or 10% unerversal?
Sorry Ill take the 40% chance to a specfic magic, then 10% to universal.
