Can you change a dragon sword back and forth with icy and fiery sword hilts?

nope, they're two different items, and you cannot change the hilt on either

No, they're two different swords. Their hilt cannot be replaced. Not too sure if the hilts can be salvaged though.

How about if you add a mod? As long as it is not another hilt, will it remain with fire/ice damage? And if you did add another hilt, would it have the fiery or icy sword effect without the fiery or icy damage? Just wondering.

The prefix upgrade of both FDS's and IDS's can NOT be changed. You can only change the suffix upgrade which are sword 'pommels', so don't mention anything about changing the hilt.
