are there dev forums for guild wars? you know a place where we, the players, suggest things we'd like to see added or changed or the like?

There are no "offical" forums. ANet has left the forums to the various fansites like this one. They do read the forums to see what the community is saying though, and Gaile (the Community Relations person) posts on the various fansite forums.
