Does anyone know where the monument is for Norlani?

If you haven't unlocked nolani academy yet you need to do the ruins of surmia mission to get to that part of the map.
Then leave the town, select your quest and follow the arrow to the monument.

There are two ways to get there. First (and easiest) is to leave from Nolani. You go out into the Diessa Lowlands explorable area, and it is just off to the left (up a set of long stairs).
If you don't have Nolani on your map yet, you're going to have to run there from the Breach or Piken Square. Go East from Piken Square and into the Diessa Lowlands. Just keep as far South as you can (while still heading East). When you get close to Nolani that way, you can use your green arrow to pinpoint the marker.
