Yes, but that's not the reason for the price.
The Enchant mod is 14%, perfect mod for an axe, and the req. is 8, lowest you can go, besides the rare 7 reqs. The Damage +12% while hexed is just a bonus.
Group C: 14% enchanted (not including bows), 14% stance Axes, Swords, and Bows
req 8: 15k
req 9: 10k
req 10: <10k
Straight from Weapon Baseline Pricing V2
