If we change the word "sometimes" to "constantly" and point out that they also bring overpowered elite skills with them, yes.
I'd avoid the low level arenas, unless you can take a thrashing and walk off smiling. It takes a thick skin to get pounded by people having a huge edge in skills and gear, not to mention experience,and not get turned off it. PvP is fun, but it's probably better to have more experience, and to do it with a PvP character first in Competition Arenas, to get a feel for it with level 20 characters and maxed gear - sure, you won't have all unlocks, but at least you'll have the same armour rating and the same weapon damage, and by working a pre-made PvP character into the build you even get an elite skill.
