DO rods have wrap or anything that can be placed on them that gives 20% longer enchants?

yeh i think so. staff wrapping of enchanting (dont remember half the enchants in game, havent played since spetember >.<)

Wands do not have upgrades (at least as far as Chapter 1, w/ C2 who knows).
The Staff wrapping / Head parts only work on 2 handed staffs.
