I ran Minions last night in tombs (not the best strategy btw) and I can safely report that BSB are NOT fixed.
The description on the boots has changed, but they still do NOT trigger on ANY corpse spells. I am utterly certain. With the reduction, minions should cast at 2.25 seconds. And EVERY minions took 3 seconds to raise.

My understanding is that GW always rounds UP when it comes to seconds...which would make your 2.25 seconds turn into 3 seconds?
I know that when you're dealing with an enchantment lengthening mod, the seconds are always truncated downwards (since it's a benefit).
That could be the problem, which would cause you to have another casting time mod (or maybe fast casting) to truly effect the benefit of the boots.

and what about the skills whihc take 1/2 or 3/4 of a second to cast? they dont cost 1 second:S

There is no rounding of skill cast time. I promise. A 1/4 second cast is a 1/4 second cast. Monks and Mesmers are especially familiar with these.

There is, however, rounding of energy cost. He probably just mixed those two up.

I don't think it would work too well. Terrorwebs do a bit too much aoe damage to be reliant on minions.
