Collector 20/20 Healing Staff?

I have seen serveral people advertising a healing staff with 20/20 recharge and casting speed for healing prayers. I remember clearly that there is only a smiting and divine favor collector staff (unless the divine favor staff IS the same staff in question) from what I have read on guildwiki.

Can anyone clarify/confirm the location?
