Well, conjure phantasm is quite useless once you leave the northern shiverpeaks, sometimes when you leave post-searing Ascalon. You don't really need ether feast, since you have troll unguent. I would say you get some interrupts, perhaps? Since you have an elite, I take it you're significantly far enough into the game to get better skills.
Also, I prefer domination over inspiration and illusion.

Why etheral burden when you have crippling shot in this build already?
I agree with Eldin on the fact that ether feast is unnecesary, unless you want to go a mana draining build (there are several mesmer skills, and a ranger skill that drains 10 mana)
and dodge is not really necessary since they are not gna come close to you anyways (crippled enemies don't run fast)
and I think that apply poison is better at dealing dmg than read the wind, but that might just as well be a personal preference. You could use Favorable winds instead of read the wind for the same effect.

I would dump all the mesmer skills, then put the attributre points in ranger skills. With enough Wilderness is Troll Unguent really good. I would not use read the wind, but Kindly Arrows, Ignite or someting like that. I would not use Fav winds either, it's no good in pve cause the recharge is too long, and you'll run out the area of effect all the time.

The biggest use for mesmer secondary is interrupts or stances. Rangers have great stances already, but there's some instances where the Inspiraiton ones are very nice both for damage reduction, +1 energy per hit taken, and super long durations. You won't be recasting or taking multiple stances to cover the gap at all.
I go with Domination if anything... Empathy and Backfire can be nice if your party doesn't have a Mesmer already.
