IAS, Sprint, good. Out for heal sig and tothelimit! and 16 sword with some kind of damage skill outside of galrath/final. Gash for hamstring since you've got sprint.

while sprint + gash might be better than hamstring, relying completely on a healer in random arena is pretty risky. the problem then becomes that heal sig relies on tactics while sprint relies on strength. hamstring has the added bonus of my teammates boing able to catch the target as well.
why is to the limit bad? with 4 of my attack skills adrenalin based it allows me to quickly use them at very low enegry cost meaning this build is never low on energy unless spamming hamstring. why 16 sword? the difference between 15 and 16 is very low, while the skill points it frees up allow me to have 10 fire magic and 11 tactics/strength.
im not familier with the acronym IAS and can find no skill that would fit it, call me a noob, but what are you talking about?

IAS is increased attack speed. Means flurry or frenzy or whatnot.
15 wep attribute is fine, especially for the sword. I personally enjoy the skill Inferno from the fire line. Oh, and by the way: to the limit will be fairly inefficient and/or risky. Perhaps replace it with For Great Justice or Inferno.
