I know that GW actually has a lot of fun PvP... But I can't stand playing to the PvP to long.
So, here's my idea: For the upcoming chapter 2. You will be able to choose between luxon or kurzicks. So the luxons can have one place city and kurzicks one. You can maptravel there and talk with a NPC and you sign up for this PvP area. When 16 people has signed up for each allieance you will be able to join the battle.
Now for how the PvP Area should work: It's a kinda big area and you could have like bases to take over you get some bonuses from these bases. Then when one allience has taken over the other factions Headquarter, they win. The rewards for the winning faction could be 1 platinum or something. Of course if you participate in this battle you gain a lot of Faction, and that's why i think that yopu could do some more for the faction then just unlock skills. Of course this is only material for lvl 20 Pve charcters or PvP charcters and it would be alot of fun for Lvl 20 Pve characters who had completed the game.

I'm not sure what to say as a comment of your post.
First and foremost, your link isn't working cause you have about 17 extra http://'s in the link.
Secondly, Factions already has "Alliances", which are formed by several guilds who fall under the same banner for that "Alliance". As an alliance, the guilds can fight for one of the 55 territories in the new world in Chapter 2.
There are several different game-modes planned (I'm assuming), and one of them mentioned is a resource gathering style mode, where you have to disrupt the other team's collection of some resource or another. I believe it was in the recent gamespy or ign preview which discussed this portion of the game.
So yea, I'm not too sure what to comment about your idea, as it does sound interesting, but I'm only talking about the "conquest" style of gameplay mode for a specific map. I'm not so sure how the rewards should work other than faction, because it is pvp-related, and pvp-only characters don't have a use for gold.
Oh, and it is pretty much known that there will be battles made up of several teams of the two factions against eachother. So 16 vs 16 where the teams are really made up of 8 & 8 vs 8 & 8. Well, I'm assuming that's what it will be like based off what I read in those previews.
So yea, what kind of critiquing did you want exactly?
