better way to save energy?

Hi, I've been thinking about creating a Ele/R or a R/Ele , and I have a question about they're ways to conserve energy. Does the expertise of the ranger affect all attack skills not just ranger skills? If not then would a Ele/R be better at conserving energy due to the ability of getting extra energy?

I think it may apply to non-spells of other professions as well.
