I heard there gonna release some new faces for the chapter 1 profesions (correct me if im wrong) and if so will we be able to change the faces of the characters we already have?

no.

only by creating a new character.

i am hoping that the upcoming PVE weekend event will let me try out a new face and keep it.

it is possible that the few that were added this past event are it though

well in frog/gaile chat I believe gaile hinted to it as a possibility to reconfigure the look of your character at least in some ways

one could certainly envision a hair stylist, and is it too far fetched to have access to a plastic surgeon as well?
