My 2 cents
here what i think could be done to allow the maximum level to be raised whenever a chapter comes out.
First and most obviously the max level would be raised by say....10 for every chapter. So when factions comes out the max level would be level 30.
Next, and heres the fun part, for every new chapter that comes out a new island or area that everyone can travel to for free is unlocked. On the island, would be tough monsters, some with never before seen skills maybe, that are a high enough level to raise you to the max level after many trips. the content on these islands could be changed and propably only one outpost would be needed. As an example for Fractions, the day it comes out there would be an update and everyone would be able to travel to say the island Ranthon. players without or with the expansion could explore the everchanging island completing weekly quests.
Obviously in order for this to work there would also have to be extremely hard missions in Chapter 2. So heres the other half. In each chapter there is sort of an equalizing mission that would make every low level character a reasonable level, sort of like the ascension in chapter 1. This way all new characters who start off in cantha can catch up with everyone else a little more quickly and at the same time characters from chapter one could fight there way up to this point easily and then they could complete the more challenging missions. So say you choose to start in Cantha, you finsh its presearing and then about 6 missions later you find out the opposition is about to invade with a more powerful force and before you go any further you must be trained by a master. So you complete the masters training and you are leveled up to level 20. From that point on all the monsters you face are like level 28-40, and you can level up to level 30 with evryone else.

Essentially, what can you actually achieve as a level 30 against level 40 foes, that is any different to a level 20 vs level 25 foes.
In what way does the bigger number actually effect anything at all. So, what, your spells will do more damage? *shrug* your foes will have more health, its all the same.
Anet said from the get-go, that this game is about skill, not grinding, making people get more levels would be insane, and go back against this point.
You are meant to get to level 20 quickly, then, once you are there, and you are the same level as everyone else around you ... you get together for some fun.

Yes, it is the wrong forum. Sardelac Sanitarium is for game suggestions. But, it's been suggested and discussed to death before, and official word is that there won't be a level cap increase. Ever. So closed.
