Is this sword any good? I know that the 16% isnt perfect but I certainly shouldnt give this sword away should I?

No its not worthless, any sword with +15% enchanted is worth something, depends on the req of course. Fiery dragon's not that desirable because you can't replace the fiery hilt on them. Maybe 10/20k depending on req.
