The only diff is in the requirements - one is reg 8 and the other is reg 9.
People pay more for lower req weapons. Some reason's are misconceptions, other reason is that they want to run a certain build and the lower the req on a weapon the lower they need to run that attribute so they can get max damage from it and use their attribute point's elsewhere.
Also you need to consider the fact you can't change the mods on a green weapon. Thus if you ever want to change the mods you need to buy a normal weapon.

Dead bows have a slower firing rate and shorter range, but much faster flight speed, than flatbows, but I imagine the difference is mostly 'cuz of the appearance or something.

Oh btw, the gold one (the non green one) would be modable. Being able to change the mods is pretty important.
The Dead bow also had to have dropped/been modded with those perfect mods. 9 times out of 10 it isn't the case meaning the seller shelled out cash for the mods too.

perhaps a dead bow is a rarer skin. rarity makes the price go up.
