PC on +17 energy staff

Alrighty.. I'm assuming this thing predates some nerf or another, as I personally have never seen one handed out. Got it from a friend who says he's had it since July, and am curious as to wth it's from and wth it's worth.

Blue item (quest reward I presume?)

Insightful Inscribed Staff of Fortitude
Energy +4
dmg: 4-7 (req. 3 Domination)
Energy +3 (while health is above 80%)
Energy +3 (while health is above 60%)
Energy +3 (while health is above 40%)
Energy +4
Health +21

So... any insight on this is much appreciated.

i got that same staff its from some quest in ascalon with an added fortitude mod so idk how much its worth

nothing...it's a quest reward, not nerfed as far as I know
