its not rarer than rare
some low lvl axes drop like this but u wont find a max with 7-28 base dmg

Just a personal opinion, Thorgall. Wasn't really giving a PC on the sephis... And it is a Sephis so my personal opinion was that it would be worth something to a Sephis collector.
