Ascalon Settlement? More to the point Ward Against melee

Right, I cant seem to find Ascalon Settlement anywhere near the specified position (north of Lions Arch).

Does it even exist?

Regardless, if it does could someone point out if its closer or north of Divinity Coast or know of another place where I can find this skill.
