sig cap and villainy of galrath (kessex peak)

I'm having trouble fitting the sig cap into my skillbar -- will I be pissed if I leave it out on this quest?

no you won't
galrath doesn't have any elite skills and the skill he has can be gotten from skill traders or quests.

If you're looking for Elites, no. There's Galrath, who might have a few Warrior attack skills but nothing too important, and maybe Verata, who has all of the Verata skills but still, nothing important unless you're trying to twink or something.

I think the next skill I mainly want is another minion -- that double minion one.
I'm sword and have just converted from curses to death for a mi-way build.

If your thinking about going mm on a warrior forget about it. Your energy is 20 with two pips of regen. Glads can get it to 28 ish and if you have a few hundred k then get an HoD sword for 33 total energy. And you can get 12 more energy from an off hand but you lose your shield. And getting and addition 15 off the off hand leaves you with one pip so don't do that. Warrior mm's aren't around for a reason.
This is all asuming that mi-wat means mm and war, but IWAY isn't triggered by minions.

You could also cap Distortion from Taichi Forvent if you're a mesmer and be 1337 like Dunham!
