I have a theory about how much this should be worth, but need some confirmation.

Shocking Fellblade
Lighting dmg: 15-22 (req. 8 swordsmanship)
14% dmg over 50% health

Thoughts?

edit: forgot to include the req amount

~200-250k although i can't understand why anyone would buy a weapon that is 1% off perfect. that missing 1% would drive me insane! i guess there is a huge gap between a 14^50 and a 15^50, but still ... would... drive... me... insane...
