I'm looking for a good holy rod. (can't change title

- if a mod could change staff to rod it would be great)
Idealy it would be:
Energy +5 for health above 50%
Halves Skill Recharge using Healing Spells 20%

-or-
Energy +5 for health above 50%
Halves Casting Speed using Healing Spells 20%

Please let me know if you have something close to this.
